Medical cannabis in Greece

EOF-approved flowers and oils, self-pay, last-line

Greek pharmacies can dispense EOF-approved 'final pharmaceutical cannabis products' — currently 26 dried-flower and oil items from two Greek producers with official maximum prices — but only on prescription, only as a last resort in a fixed list of adult indications, and always at the patient's own expense.

The hardest fact about Greece. Nothing is reimbursed: every product in the Ministry of Health price bulletin is marked 'Μη Αποζημιούμενο' (not reimbursed) — 5 g of flower costs €51–64 retail, 10 g €95–128 — and the EOF core SPC bars first-line use, paediatric use and professional drivers.

Every answer below was read in the law, the register or the official statistic itself. This country is part of the Europe layer: an English page of verified facts, no directory. Where an answer is marked as not published, no official source states it — we did not fill the gap with a guess.

The one-line answer: can a new patient start today, and through what.

C — product- and indication-gated. Cannabis is lawful only as 'τελικά προϊόντα φαρμακευτικής κάνναβης' (final pharmaceutical cannabis products) holding an EOF 'ειδική έγκριση κυκλοφορίας' (special marketing approval), prescribable only when approved medicines have failed, in indications fixed by the EOF core SPC, and sold through pharmacies at state-set maximum prices without reimbursement.

Legal basis per the ΕΟΦ (Εθνικός Οργανισμός Φαρμάκων, National Organisation for Medicines): Ν. 4139/2013 (ΦΕΚ Α' 74) 'Νόμος περί εξαρτησιογόνων ουσιών' as amended by Ν. 4523/2018 (which created the medical-cannabis category) and Ν. 4801/2021 (ΦΕΚ Α' 83); implementing joint ministerial decisions ΚΥΑ Δ3(γ) 40642/6-8-2024 (ΦΕΚ Β' 4581) 'Όροι και προϋποθέσεις για την παραγωγή, κυκλοφορία και εξαγωγή τελικών προϊόντων φαρμακευτικής κάνναβης', ΚΥΑ 27462/2022 (ΦΕΚ Β' 1151) on cultivation/processing and 97673/2023 (ΦΕΚ Β' 6227). Licensed activities cover Cannabis sativa L. varieties above 0.2% THC; distribution channels named by EOF are pharmacies, pharmaceutical wholesalers, treatment facilities, private clinics and public hospitals under EOF oversight. Pricing is governed by Υ.Α. Δ3(α)/Γ.Π. 72349/03-01-2023 (ΦΕΚ Β' 5) as amended by Δ3(α) 19962/13-5-2026 (ΦΕΚ Β' 2716).

What may be prescribed

What the law allows a doctor to write on a prescription here.

EOF-approved final products only: as of September 2026 the Ministry of Health price bulletins list 24 items from Tikun Olam Greece (dried flowers in THC-dominant, balanced and CBD-dominant strains, 5 g and 10 g; oil solutions 3% and 9% THC, 10 g vials) plus two dried-flower products from Curity Pharma (Dravexol 30% THC, Equilo 9% THC/10% CBD) added on 16 September 2026. Sativex and Epidyolex are separate authorised medicines.

Whether you need a specialist, and whether anyone has to approve it first.

The EOF core SPC restricts prescribing to adults and to cases where approved medicines proved unfeasible, intolerable or ineffective; whether prescribing is limited to particular specialties is not stated in any official page opened.

Core SPC (ΕΟΦ, ΚΥΑ Δ3(γ)40642/2024): 'Η συνταγογράφηση … δεν μπορεί σε καμία περίπτωση να αποτελεί θεραπεία πρώτης επιλογής' (prescribing can never be first-line) and may be considered only where 'η χρήση ήδη εγκεκριμένων … φαρμάκων αποδείχθηκε μη-εφικτή, ή/και μη-ανεκτή ή/και μη-αποτελεσματική'. Indications (adults): severe nausea/vomiting from chemotherapy, radiotherapy or HIV/HCV therapy; chronic pain linked to cancer or CNS/peripheral nerve disorders (neuropathic, phantom limb, trigeminal and post-herpetic neuralgia); spasticity in MS or spinal cord injury; appetite stimulation in palliative care for cancer or AIDS; symptomatic relief in inflammatory bowel disease. 'Αντενδείκνυται σε παιδιά και εφήβους' (contraindicated in children and adolescents). Type of prescription

The form itself: which prescription, how long it is valid, how much it covers.

Not verified from primary text in this session. Final cannabis products above 0.2% THC fall under the narcotics law (Ν. 4139/2013), so a controlled-substance prescription regime applies; the exact form (special narcotic prescription, e-prescription, quantity or day limits) is set in Ν. 4801/2021 and ΚΥΑ 40642/2024, which could not be opened.

EOF names Ν. 4139/2013, Ν. 4523/2018, Ν. 4801/2021 and ΚΥΑ Δ3(γ) 40642/2024 (ΦΕΚ Β' 4581) as the governing texts. The price bulletins confirm pharmacy retail sale with 6% VAT and maximum retail prices 'σε όλη την επικράτεια'. Attempts to download ΦΕΚ Α' 83/2021 and ΦΕΚ Β' 4581/2024 from et.gr failed ('too many redirects'), so validity period, quantity limits and e-prescription handling are left unknown rather than guessed.

Telemedicine

Whether a prescription can lawfully begin in a video call.

Not published. No EOF or Ministry of Health page addresses whether a final cannabis product may be first prescribed in a video consultation.

The EOF core SPC and the price bulletins are silent on consultation format. Because the product is a narcotic under Ν. 4139/2013 and last-line only, a documented treatment history is implied, but no official rule on remote prescribing was found.

Dispensing

Which pharmacy can actually hand it over.

Community pharmacies sell the products at or below the state maximum retail price; EOF also lists wholesalers, clinics and public hospitals as lawful distribution points. No official mail-order channel is described.

EOF: distribution 'φαρμακεία, φαρμακαποθήκες, θεραπευτήρια, ιδιωτικές κλινικές, δημόσια νοσοκομεία' under EOF supervision. Ministry of Health Υ.Α. Reimbursement

Whether anyone other than you pays for it.

None. All final cannabis products are classified as not reimbursed by ΕΟΠΥΥ (the national health insurer); patients pay the full retail price.

Every line of the 20 May 2026 price table carries 'Μη Αποζημιούμενο' (not reimbursed), and the decision's financial-impact note states the products are 'μη αποζημιούμενα' by ΕΟΠΥΥ so price changes carry no budget cost. The 16 September 2026 table for Dravexol/Equilo repeats the non-reimbursed status.

What you pay, as far as anyone publishes it.

Official maximum retail prices (incl. 6% VAT): dried flowers €51.39–64.25 per 5 g and €94.56–128.48 per 10 g depending on strain; oil solutions €37.27 (3% THC) and €75.81 (9% THC) per 10 g vial.

Driving

The question with the worst consequences and the least reliable information online.

The EOF core SPC forbids driving and operating machinery for at least seven days after the dose is stabilised and for as long as CNS side-effects persist, and excludes professional drivers from treatment. The road-traffic statute on drug driving could not be opened in this session.

Core SPC section 4.7: 'Απαγορεύεται η οδήγηση και ο χειρισμός μηχανημάτων για τουλάχιστον επτά ημέρες μετά τη σταθεροποίηση της δοσολογίας' and while adverse CNS effects last; professional drivers are not eligible. Greece's Κώδικας Οδικής Κυκλοφορίας (Highway Code) penalises driving under the influence of narcotic substances; whether any THC threshold or medical defence exists could not be verified because the statute text was not reachable (see notes).

Travel

Taking it across a border, which is where most published advice is simply wrong.

Not published

Greece is in Schengen, so a resident travelling with a narcotic medicine needs the Schengen Article 75 certificate from the competent Greek authority; which Greek authority issues it and what applies to non-EU visitors bringing cannabis products in is not published on any EOF or Ministry page opened.

The EOF site has no 'travelling with medicines' section (checked the homepage navigation and the cannabis page). Final cannabis products are narcotics under Ν. 4139/2013, so the Schengen Implementing Convention Art. 75 regime (certificate, max 30 days) applies in principle to Greek residents, but the issuing authority, form and any national import rule for third-country travellers were not found. Treat as not published.

As a visitor or new resident

Four things nobody publishes together: getting a prescription as a non-resident, using a prescription from another EU country, bringing your own medicine in, and whether a foreign video consultation counts.

No official text bars a visitor from being prescribed a final cannabis product by a Greek doctor if the last-line criteria are met, but whether a foreign or foreign-telemedicine prescription can be filled, and how a visitor may bring their own supply in, is not published by EOF or the Ministry of Health.

(1) Non-resident prescription: the EOF core SPC sets clinical, not residency, conditions; the practical gate is documentation of failed prior therapy and the (unverified) narcotic-prescription form — not published. (2) Foreign EU prescription: Greece's transposition of Directive 2011/24/EU Art. 11 (Ν. 4213/2013) could not be opened; whether narcotic prescriptions are excluded under Art. 11(6) is therefore not verified — not published here. (3) Bringing medicine in: Schengen residents rely on the Art. 75 certificate from their home country; no Greek customs/health page on personal import of cannabis products was found — not published. (4) Foreign telemedicine prescription: not published; depends on (2).

What is changing

What is pending in parliament or at the regulator, with dates — or the statement that nothing is.

The market is growing rather than the rules changing: a second producer (Curity Pharma) entered the official price list on 16 September 2026, and prices of existing products were cut on 20 May 2026 after a pricing-rule amendment; objections to the new bulletin were open until 23 September 2026.

Υ.Α. Δ3(α) 19962/13-5-2026 (ΦΕΚ Β' 2716) amended the 2023 cannabis pricing decision, followed by bulletin Δ3(α) 22541/20-5-2026 incorporating producer price-reduction requests; Υ.Α. Δ3(α) 37775/16-9-2026 lists Dravexol and Equilo, with objections to deltiatimwn_enstaseis@eof.gr by 23 September 2026, 23:59. EOF updated the core SPC at its 16th session on 25 November 2025. No pending change to prescribing or reimbursement rules is announced on the pages opened.

Number of patients

How many people this actually concerns — where anyone counts.

Not published

No official count of patients or prescriptions is published by EOF, the Ministry of Health or ΕΟΠΥΥ; because products are not reimbursed, no insurer statistics exist.

Neither the EOF cannabis page nor the price-bulletin decisions report volumes. The only market-size indicator published officially is the number of listed products (26 SKUs from two producers as of September 2026).

Crossing a border with this

Two European rules decide most of what a traveller asks. Directive 2011/24/EU obliges pharmacies to honour prescriptions from another Member State — but only for medicines authorised in the dispensing country, and its Article 11(6) says the rule “shall not apply to medicinal products subject to special medical prescription”, which is where narcotic prescriptions sit. A magistral cannabis preparation is neither authorised nor outside that exclusion, so a cannabis prescription from another country is, as a rule, not dispensable anywhere in Europe. For carrying your own medicine, Article 75 of the Schengen Convention lets a resident of a Schengen state travel with a certified supply for up to 30 days; outside Schengen, national import rules apply.
